With the Excelsior class, the glow grew and grew.  If you compare the ship's début in TSFS, and the one that kept on turning up in the 7th season of DS9 (anyone know her name?), you will notice a lot more glow on the DS9 version.  Real world, the early version looked good on the big screen, and the newer version matched her Galaxy successors on the small screen.  I suppose in-universe, it might have something to do with a refit or a redesign in the intervening eighty year history of the class.  Does anyone have any good screenshots?

I have always understood this to be the blue light you are asking about

I'm personally leaning towards it being some sort of Cherenkov radiation.

I must say, the Cherenkov rads look an awful lot like the blue glow. That might be where they got the idea.
